Job Overview

The Lead Construction Estimator will take responsibility to price all agreed upon RFQ’s. Present tender documents during peer reviews and Bid Finalization meetings. Responsible for commercial handover to the site construction team. Assisting site construction team to set up cost control measures for cost reporting.

Duties:

General
  • Effectively assess all relevant tender documentation, specifications and scope of work.
  • Interact with internal departments for accurate documentation submissions and costing.
  • Effectively prepare and supply clients with all relevant documentation and data required.
  • Effectively hand over accurate, final ad timeous costing to Head: Oil & Energy.
  • Effectively assist the Head: Oil & Energy to compile risk documentation for Risk Committee review.
  • Effective self-management.
  • Live the Murray & Dickson Values together with displaying Safety & Quality values.
  • Mentor and develop junior staff.
  • Effective management of proposal efforts in conjunction with Business Development, Procurement, Engineering and others as may be required.
  • Ensure that the work content of the tender is accurately captured.
  • Ensure the BOQ is accurately compiled and meets all contractual requirements.
  • Accurately evaluate clients’ technical and commercial needs.
  • Gather accurate information on all tender requirements and forward to relevant stakeholders.
  • Compile accurate sub-contractor enquiries.
  • Arrange site inspections for M & D and sub-contractors.
  • Ensure all M & D tender participants have relevant tender documentation.
  • Compile tender summaries, including sub- contractors and man-hour norms.
  • Attend and report to bid clarification meetings.
  • Assist contracts departments during and after handover and during construction.
  • Understand and comply with taxation, levies, and duties imposed on the contractor in cross border countries.
  • Tender on or provide budgets for non-targeted clients or contracts.
  • Develop good working relationships with clients.
  • Deal with special requests and requirements as contained in the works information.
  • Offer technical adjudication on all information and quotations received.
  • Calculate an overall cost for the project in line with M & D project procedures.
  • Prepare accurate cash flows; plant and labour histograms; power and water requirements; organisational charts; site lay-down facilities; plant and labour day work rates; addenda to tenders and estimated fuel consumption.
  • Forward information and data to clients within the agreed time
  • Meet all document submission deadlines.
  • Ensure that all changes made are accurately and efficiently transferred to updated worksheets.
  • Present to the Contracts Executive for finalisation of planning.
  • Ensure all changes or adjustments are transferred to updated worksheets.
  • Compile accurate final estimate and P & G spread sheets.
  • Meet all submission deadlines.
  • Completion of handover documents’
  • Ensure all cross-order tenders are thoroughly reviewed in line with required evaluation policies, processes and procedures.
  • Attend and offer input at all risk review meetings.
  • Make all relevant changes after review meeting decisions.
  • Policies, procedures and standards compliance.
Qualifications
  • Sc. / BTech Tertiary qualification.
  • Registration with an accredited estimating governance institute will be advantageous.
Experience
  • At least 10 years practical SMPC Petro Chemical / Refinery estimating experience. Very good knowledge and application of CCS with regards to estimating.
  • Very good knowledge and understanding of NEC 3.
  • Reading and interpreting piping ISO’s and mechanical GA drawings.
  • Understanding of workshop and site construction sequence of activities.
  • Proficient in Microsoft Office Packages.
  • Fair knowledge of MS Projects and Primavera P6.
  • Knowledge of site environments and their workflow requirements.
  • Process good understanding of EPC or any combination of E, P, C and Cm.
  • Basic understanding of engineering & technical skills in different engineering disciplines, inclusive of pipe fabrication, site construction and handover sequence of events.
